change position for clear list and dict in GetListInformation()

return clean list and dict in GetListInformation()

ais_shell.py: GetListInformation():no erase HND_LIST[] and dict DDEV_HND indexes if basename no ais_shell.py

- ais_shell.py modul:GetListInformation()->clear dictionary and list of device

ais_shell.py module: get_unread_log_one()->add wr_status()

- ais_shell.py():resolved bugs in whitelist_read() and blacklist_read() f when display both list;
- log_get(),log_by_index(),log_by_time() : get value from active_device() into local variable;
- GetListInformation() : relocate DDEV_HND dict in f.

- added lines of code in the function GetPlatformLib() that solves the problem with the allocation of the value of the path to the lib folder for variable LIB_PATH if it creates a .exe file
- the same function is to add a try / except block that generates an error message and stops program execution
